About this opportunity

The City of Philadelphia Procurement Department is conducting a micro purchase solicitation titled "NC COLL CARE X3 2026" that will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. The solicitation was posted on March 19, 2026, with a bid due date of March 26, 2026. Vendors must submit quotes for all items to be eligible for award consideration and are prohibited from delivering products or services until formally notified by the department. All bids must include detailed item specifications, and quoted pricing must remain firm throughout the designated hold period. Quotes must be submitted electronically through PHLContracts, the City's eProcurement platform, by the system-specified time on the due date. The contract term will commence on the effective date specified in PHLContracts and automatically terminate 365 days thereafter at midnight without further notice. All quoted prices must be delivered FOB Destination Point and must be net of any federal excise, transportation, or Pennsylvania Sales and Use Tax, as the City is exempt from such taxes.

The micro purchase opportunity carries a maximum spending threshold not to exceed $43,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published figure and rounded to the nearest $1,000. Vendors must maintain workers' compensation insurance at statutory limits, general liability insurance with minimum limits of $500,000 per occurrence, and automobile liability insurance with minimum limits of $300,000 per occurrence, naming the City of Philadelphia as an additional insured. The City accepts quotes from vendors certified as Local Business Entities (LBEs) and encourages participation from Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) Business Enterprises (LGBTBEs) certified through the National LGBT Chamber of Commerce or the Philadelphia affiliate, the Independence Business Alliance. Additional certifications such as Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Disadvantaged Small Business Enterprise (DSBE), Disadvantaged Business Enterprise (DBE), or those from recognized diversity councils are also recognized. All vendors must execute the mandatory Consent and Authorization Agreement prior to bid closing, comply with Philadelphia's nondiscrimination requirements and ethics regulations, and maintain current business tax registration with the Department of Revenue. Electronic payment will be made to the entity name shown on the purchase order following delivery and City approval of products or services.
