About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for navigational buoys across three size categories totaling 353 units, with quotations due November 26, 2019 at 4:00 p.m. Eastern Standard Time through the AdvantageME electronic procurement system.
The State procures on behalf of the Department of Agriculture, Conservation, and Forestry. The scope covers 68 buoys with 5-inch diameter, 283 buoys with 9-inch diameter, and 2 buoys with 14-inch diameter, each with distinct markings for hazard areas, channel identifiers (red and green), shallow-area markers, speed-restriction indicators, safety-zone designations, closed-area markers, and safety-stripe patterns. All buoys must feature seamless ABS tube construction, internal or external concrete ballast, urethane foam filling per MIL-P-21929C, galvanized steel hardware, and permanent markings including "PROP. STATE OF MAINE" and manufacture dates.
The complete order must ship to Richmond, Maine with no partial shipments permitted. Pricing must include all shipping costs under FOB-Destination terms and be submitted in Excel format using the required RFQ 01A 191112-151 Bid Price sheet. Bidders must provide manufacturer information, part numbers, unit bid prices, and delivery-day estimates for each buoy specification. All bids must include Appendix A (Bid Cover Page and Debarment Form), Product Data/Information Sheets, and Warranty Information.
Evaluation will be conducted on a best-value basis considering product quality, conformity with specifications, delivery date, and State interests, with award decisions based on lowest price among conforming bids. The State reserves the right to make either a single award or multiple awards and may reject the lowest-cost bidder if that bidder has documented poor performance or a terminated or non-renewed contract within the last five years. Quotations remain valid and binding for 180 days from bid opening. All questions must be submitted through the Q&A List tab no later than 48 hours prior to the deadline.
