The County of Orange, OC Waste & Recycling, is soliciting competitive bids through Invitation for Bids (IFB #IFB-299-2986101-CS) for the supply of natural gravel and washed concrete sand on an as-needed basis. This is a fully electronic solicitation requiring bid submission through the County's online eProcurement Portal by May 28, 2026, at 2:00 p.m., with bids remaining valid for 365 days following the closing date. The materials must be delivered to five Orange County landfill locations: Olinda Alpha Landfill (Brea), Frank R. The procurement encompasses eight line items per delivery method per location, including products such as 3/8" pea gravel, 3/4" pea gravel, 1.5" and 2" gravel, washed concrete, river wash rock, palm spring gold rock, and track fine decomposed granite. Deliveries must be made via end-dump trucks or Super 10 trucks between 7:00 a.m. and 4:00 p.m., Monday through Saturday, excluding County holidays. Bidders must provide firm, fixed pricing for each material type and delivery method at each location, maintain a stocking location within fifty miles of the County site at 10 Civic Center Drive, Santa Ana, with minimum eight-hour daily availability Monday through Friday, and ensure all rock materials conform to California Department of Transportation Standard Specifications Section 26-1.02A. Award will be made to the lowest responsive, responsible bidder, with the County reserving the right to make multiple awards or reject any or all bids.
The contract includes a five percent preference for certified Orange County Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE), with an eight percent preference available for businesses certified as both. Bidders must submit current W-9 forms, Certificates of Insurance, valid DUNS and UEI numbers, conflict of interest disclosures, and debarment certifications. The initial contract term is one calendar year, effective August 8, 2026, with four potential renewal years available by mutual written agreement subject to County Board of Supervisors approval. This is a firm fixed-price contract with no price increases permitted during the first contract term, though documented cost increases may be considered thereafter with thirty days' advance written notice and supporting documentation. The contractor must maintain comprehensive insurance coverage, including general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation at statutory limits, with the County named as additional insured. The awarded contractor will be required to execute both a Faithful Performance Bond and a Labor and Material Payment Bond, each in an amount not less than the estimated contract value. The total contract amount is listed as "TBD," pending award determination based on the contractor's bid submission and the County's evaluation of responsive bids.
