About this opportunity

The State of Missouri, Office of Administration, Division of Purchasing, on behalf of the Department of Corrections, Missouri National Guard, and Department of Mental Health, is issuing a Request for Proposal for natural gas transportation services with a due date of May 7, 2026 at 2:00 PM Central Time. The procurement seeks a single contractor to provide comprehensive natural gas procurement, transportation management, and local distribution management services to 15 correctional facilities, treatment centers, and one National Guard location across Missouri. Required services include monthly nomination management, imbalance tracking and reconciliation, pipeline and utility coordination, and monthly reporting. Vendors must quote separate per-MMBTU fees for pipeline mainline transport, management services, and LDC payment and billing consolidation across nine pipeline and LDC combinations, with pricing structured as firm and fixed for the contract term running from July 1, 2026 through June 30, 2027. The contractor must possess a minimum of five years of experience in natural gas transportation services and designate both a single point of contact and an expert advisor, each with at least five years of relevant experience. Evaluation will utilize multiattribute scoring methodology, and vendors must be registered and achieve "Approved" status in MissouriBUYS and "Spend Authorized" status in MissouriBUYS powered by MOVERS to be eligible for award.

No minority set-asides are specified in this procurement; however, vendors may earn bonus points for Organization for the Blind/Sheltered Workshop participation and Service-Disabled Veteran Business Enterprise certification. Vendors must comply with all Missouri business compliance requirements, including tax compliance, Secretary of State registration, E-Verify enrollment for work authorization, anti-discrimination certification regarding Israel, and federal debarment verification, as well as extensive federal compliance obligations outlined in the Federal Funds Requirements attachment. The estimated total usage across all locations is approximately 400,000 MMBTU for the contract period, with historical usage data from July 2025 through January 2026 indicating approximately $3.53 million in natural gas costs across service locations; however, the state does not guarantee any minimum purchase volume. The actual cost of gas will be based on Inside FERC's Gas Market Report or applicable pipeline indices, adjusted monthly, plus the vendor's fixed fees and pipeline fuel costs. No incumbent vendor information or existing technology integration requirements are specified in the available documentation.
