About this opportunity
The Fort Valley Utility Commission is seeking sealed bids for a natural gas system replacement project located in Roberta, Georgia, specifically targeting infrastructure on Myrtle Dr., Seagler Rd., and Andrews Dr. The procurement involves comprehensive construction and installation services to replace approximately 7,115 feet of 2-inch PE gas main through open ditch and directional drilling methods. Key project deliverables include complete gas main installation, valve assemblies, service connections, and associated pavement restoration. Potential bidders must possess a current Georgia Utility Contractors License of proper classification and be qualified natural gas contractors under state law, demonstrating compliance with Federal, State, and Municipal guidelines. Critical procurement dates include a mandatory pre-bid meeting scheduled for March 5, 2025, at 11:00 a.m., and sealed bid submissions due by March 26, 2025, at 11:00 a.m. at the Fort Valley Utility Commission Administration Office. The contract will be awarded to the lowest qualified base bidder, with bids remaining valid for 60 calendar days after the opening date. Bid documents and project specifications can be obtained electronically from Sapp Engineering & Services by contacting Jack Sapp at (478) 342-0386 or jrsapp@sappengineering.com.
The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to submit a 5% bid bond and provide performance and payment bonds, with mandatory insurance coverage including $1,000,000 in general liability per occurrence and statutory workers' compensation limits. While no incumbent vendors are mentioned, the project requires a 120-day completion timeline from the Notice to Proceed. The project manual suggests unit pricing will be considered for various components, potentially allowing flexibility in contractor proposals. Interested contractors must demonstrate technical capability through current licensing, proven natural gas contracting experience, and ability to provide comprehensive materials, labor, and equipment for the full scope of work. Although a specific budget range is not disclosed, the detailed specifications and extensive infrastructure replacement suggest a substantial capital investment for this utility system upgrade.
