About this opportunity
The Fort Valley Utility Commission is seeking sealed bids for a natural gas system improvement project in Georgia, specifically involving the installation of approximately 25,000 feet of 6-inch steel high-pressure natural gas main from Highway 341 to SR 96 at Pure Flavor, and an additional 5,000 feet of 6-inch steel main from Highway 49 near New Faith Baptist Church to the new Peach County High School. Bidders must hold a current Georgia Utility Contractor's License and be qualified as natural gas contractors under state law. The project requires a 5% bid bond and will involve gas main installation through open ditch and horizontal directional drilling methods, including valve assemblies, pipeline markers, and tie-ins. A mandatory pre-bid meeting is scheduled for December 13, 2024, at 11:00 AM at the Fort Valley Utility Commission Administration Office, with sealed bids due on January 3, 2025, at 11:00 AM local time. The contract allows 150 calendar days for substantial completion, with liquidated damages of $200 per day for late completion, and bids cannot be withdrawn for 60 calendar days after the opening date.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Progress payments will be made monthly, with an initial 10% retainage held until the project reaches 50% completion, after which no additional retainage will be maintained if work is satisfactory. Bid documents and drawings can be obtained electronically from Sapp Engineering & Services by calling (478) 342-0386 or emailing Jack Sapp at jrsapp@sappengineering.com. While a specific budget range is not explicitly stated, the project involves significant infrastructure improvement with complex installation requirements across multiple locations. The contract anticipates construction to begin in February 2025, with the successful contractor being selected in January 2025. Interested contractors should carefully review the full project manual for comprehensive details on specifications, technical requirements, and submission guidelines.
