About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is issuing Request for Bid (RFB 758 2500000477) to establish a Master Agreement for natural gas supply and storage services for all state agencies within the Columbia Gas of Kentucky service territory. The procurement encompasses two line items: natural gas delivery services and natural gas storage services, with historical usage data indicating approximately 105,247 MCF consumed across major facilities including the CHR Complex, Capitol Complex, Central Lab Utility Plant, and Trans Cab Complex during fiscal year 2024, though the Commonwealth makes no guarantee of minimum purchase volumes. Vendors must demonstrate documented success providing similar services to three or more major users in the region as a pass/fail requirement. Natural gas pricing shall be based on the published "delivered to pipeline" index price for Columbia Gas Transmission Corp., Appalachia, as reported in FERC's gas market report for the month of delivery, while storage pricing shall be established as a fixed fee per MMBTU billed upon withdrawal. The evaluation will be conducted on a best value basis with price weighted at 100 points. The contract timeline requires vendor written questions by March 4, 2025, with the Commonwealth providing responses by March 6, 2025; bids must be submitted electronically through the eProcurement system by March 14, 2025, at 1:30 PM ET. The resulting contract will run from the award date through March 31, 2026, with four optional one-year renewal periods available with written approval from all parties.

Kentucky resident bidder reciprocal preferences apply under KRS 45A.490-494, with qualified bidders receiving a 15 percent preference on maximum points. All bidders must be registered in the Commonwealth eProcurement system and submit responses electronically; paper bids are not acceptable. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence/$2,000,000 aggregate and Automobile Liability Insurance of $1,000,000 combined single limit if applicable. Prices must remain firm for 60 days after the bid due date, with no price increases permitted during the first twelve months of the contract. Vendors are responsible for nominating volumes and managing bank services with monthly imbalance charges at vendor responsibility, though the Commonwealth will provide historical usage data to assist with nominations. The Commonwealth retains the right to cancel the contract with 30 days' written notice and is not obligated to purchase any minimum quantity.
