About this opportunity
The State of Utah, through the NASPO ValuePoint cooperative purchasing program, is soliciting proposals to establish one or more Master Agreements for walk-in building supplies under RFP AS26-68, with proposals due September 10, 2026. This is a national cooperative contract available to states, cities, counties, municipalities, and other eligible public and nonprofit entities across the 50 states, the District of Columbia, and U.S. territories.
Offerors may respond as nationwide providers offering service to all states or as state-by-state offerors limited to specific states; state-by-state offerors cannot add additional states following award. The scope is retail walk-in building supplies with contract discounts provided at the time of purchase. Offerors must submit completed certification forms, response worksheets, cost proposals in a separate document, proposed contract modifications, and redlined copies of the sample master agreement if modifications are proposed.
The Master Agreement will have an initial term of five years with no renewal options. No membership or registration fees are required for participation. Evaluation will be conducted in stages as detailed in the RFP Evaluation Plan. The current Walk-In Building Supplies portfolio generated $22.3 million in sales in 2025; contractors reported combined sales of $22.3 billion through all NASPO ValuePoint Master Agreements in 2025.
A pre-proposal conference will be conducted via Zoom and is optional. The specific dates for the pre-proposal conference, the question and answer deadline, and RFP close confirmation are posted on the RFP website at https://purchasing.utah.gov/currentbids. All questions must be submitted through the Utah Public Procurement Place website by the stated deadline.
