About this opportunity
The Rockland County Department of Mental Health (RCDMH) is procuring services through a Request for Proposal (RFP-RC-2026-006) to establish, implement, operate, and maintain Narcan vending machines and Naloxboxes throughout Rockland County as part of a comprehensive harm reduction strategy to combat the opioid crisis. The selected organization will be responsible for purchasing, installing, stocking, operating, monitoring, and maintaining a minimum of four Narcan vending machines and up to 60 Naloxbox emergency kits at RCDMH-approved locations, ensuring free, 24/7 access to FDA-approved Naloxone products. Additionally, the vendor must develop and maintain a public-facing website that displays locations where Narcan is available at no cost throughout Rockland County, creating an accessible catalogue for residents seeking life-saving overdose reversal medication. Required qualifications include demonstrated financial stability, operational capacity to sustain the full three-year contract term, and experience with harm reduction strategies and stigma reduction. Evaluation will be conducted on a weighted 1,000-point scale comprising: 200 points for vending machine establishment and maintenance capabilities, 200 points for website development and maintenance, 200 points for harm reduction and stigma-reduction experience, 300 points for the budget proposal, and 100 points for sustainability and project approach. Key deadlines include a mandatory pre-proposal meeting on February 5, 2026, at 9:30 a.m. via Microsoft Teams, a question submission deadline of February 17, 2026, and a proposal due date of March 5, 2026, at 3:00 p.m., with contract award anticipated by April 1, 2026.
While no incumbent contractor is identified in the contract documents, the RFP explicitly encourages qualified organizations—preferably nonprofit entities—to submit proposals, with additional consideration given to vendors certified as Minority- and/or Women-Owned Business Enterprises (MWBE) or Disadvantaged Business Enterprises (DBE). The contract will be awarded to a single provider for a three-year term with potential renewal options at the County's discretion, subject to performance and available funding. Pricing proposals must remain firm for 120 days after submission, with subsequent annual adjustments limited to the preceding year's Consumer Price Index increase, subject to County approval. The County will reimburse quarterly through Opioid Settlement Funds, with budgets anticipating higher initial costs due to equipment purchases and installation, followed by lower ongoing costs in subsequent years focused on maintenance and restocking. Required submissions include technical proposals, completed budget templates using the provided multi-year format, notarized statements of disclosures and certifications, federal contract clauses with required signatures, references from a minimum of two other counties demonstrating past and present performance on similar projects, workers' compensation and disability insurance certificates, and general liability insurance with minimum limits of $1,000,000 per occurrence. While specific budget amounts are not provided in the RFP documents, the sample budget template demonstrates an example annual budget of $361,244, suggesting that actual award values will be determined based on individual vendor proposals and the scope of implementation across the county's four minimum vending machines and 60 Naloxbox locations.
Opportunity text
Rockland County Department of Mental Health (RCDMH) seeks proposals from qualified organizations (preferably Non-Profit) capable of establishing, implementing, operating and sustaining Narcan (Naloxone) vending machines and Naloxboxes as well as establishing a public website that shows where Narcan is available within Rockland County. The purpose of this contract is to improve public access to opioid overdose reversals medication in Rockland County by materially expanding free, 24/7 access to FDA-approved Naloxone products (e.g. Narcan nasal spray) and related harm-reduction resources. The selected organization will purchase, install, stock, operate, monitor, and maintain a minimum of four (4) Narcan (Naloxone) vending machines and up to 20 Naloxbox emergency kits throughout Rockland County. Locations must be pre-approved by RCDMH. These machines and emergency kits will serve as harm reduction strategies to combat the opioid crisis by increasing access to life-saving supplies. Provider will also establish a website that provides information, location and a map of locations within Rockland County where Narcan is available for free. The goal is to create an easy to access catalogue of locations where Narcan can be obtained at no cost. This will be a 3-year contract, awarded to one provider. The RCDMH intends to award this contract by April 1, 2026.
