About this opportunity

Napa County Department of Public Works is requesting proposals for preliminary engineering, environmental assessment, right-of-way services, plans, specifications, estimates, and construction support services for the Vista Carneros segment of the Napa Valley Vine Trail, a four-mile gap closure in the 47-mile Vine Trail between John F. Kennedy Park and the intersection of Devlin Road at Airport Boulevard, with proposals due September 22, 2026 at 1:00 p.m. The RFP requires a single prime consultant to deliver all services in turnkey fashion under Caltrans Local Assistance Procedures; no local-vendor preference applies due to federal funding involvement.

The scope encompasses project management, topographic surveying, geotechnical engineering, NEPA and CEQA environmental studies, biological and archaeological surveys, final design packages at 65%, 95%, and 100% completion, permit applications and coordination with the U.S. Army Corps of Engineers (Section 404), California Department of Fish and Wildlife (Section 1602), and Regional Water Quality Control Board (Section 401), right-of-way engineering, and bidding and construction support services. The consultant must demonstrate full familiarity with Caltrans Local Assistance Procedures and maintain financial management systems compliant with 48 CFR Part 31 and 2 CFR Part 200. California prevailing wage requirements apply to surveying, materials testing, and inspection work. The project involves approximately 39 affected parcels; the County will provide right-of-entry permissions and coordinate property access.

The contract maximum is $1.4 million for the preliminary engineering phase through June 30, 2030, with the final amount negotiated following proposal evaluation and interviews. The County anticipates construction commencement in Spring 2029. Three top-ranked firms will be interviewed on October 6, 2026, with intent-to-award notification on October 7 and contract award anticipated November 3, 2026. Proposals are limited to 40 pages (excluding cover letters, tables of contents, and resumes) and must be submitted through the OpenGov portal. Cost proposals follow Caltrans Local Assistance Procedures Manual Exhibit 10-H format, with fixed pricing for the initial three-year term and permitted rate escalation for two optional renewal years. Addendum #3 was issued September 22, 2026.
