About this file

This is a Preliminary Environmental Study (PES) approval letter from the California Department of Transportation (Caltrans), District 4, Office of Local Assistance, to Napa County regarding the NVVT Vista Carneros Project (CML-5921(099)). The letter, dated March 25, 2026, confirms that the Cultural Resources assessment and Section 106 requirements have been completed and signed by all required professionally qualified staff, including the District Local Assistance Engineer and Environmental Planner Designee. The project involves completing a four-mile gap in the 47-mile Napa Valley Vine Trail with a multiuse path extending from John F. Kennedy Park to the intersection of Devlin Road at Airport Boulevard, with construction anticipated to begin in Spring 2029. Environmental scoping is now complete, and Caltrans has identified specific required deliverables including Air Quality analysis, Biological Resources and Natural Environment Study, Wetlands Delineation, Section 4(f) Technical Memorandum, Visual Resources Technical Memorandum, Land Use Technical Memorandum, and Cultural Resources documentation including Area of Potential Effects Map, Archaeological Survey Report, and Historic Property Survey Report.

Caltrans has recommended specific mitigation commitments (T1.a, T2, T3.a, T4, T5, T6, N1, N3, W1, W2, A1, and E1) that Napa County must include in a signed letter to support the Categorical Exclusion determination. The letter emphasizes that deviation from the wording of these commitments may trigger further review of National Environmental Policy Act (NEPA) requirements. Napa County is responsible for securing all required environmental studies and technical memoranda as outlined and must coordinate with Officials with Jurisdiction regarding Section 4(f) exceptions for the Napa River Trail, Bay Trail, and John F. Kennedy Park. The selected consultant will provide turnkey preliminary engineering, environmental, right-of-way, Plans, Specifications, and Estimate services, along with construction support, and must be fully familiar with Caltrans Local Assistance Procedures.
