About this opportunity
The California Department of Fish and Wildlife (CDFW) is seeking a contractor to replace the roof of a single state-owned home located at the Napa-Sonoma Marshes Wildlife Area in Napa County. The project, identified as P2599014, requires the selected contractor to provide all necessary labor, tools, equipment, materials, permits, and associated taxes to complete a comprehensive roof replacement. Contractors must possess a current General Engineering (A), General Building (B), or Roofing (C39) contractor license, along with a C22 Asbestos license or an approved asbestos subcontractor. A mandatory job walk is scheduled for October 16, 2025, at 12:00 PM, with bid submissions due on October 30, 2025. The project will also require the installation of R-19 kraft-faced fiberglass insulation under the roof sheathing, as specified in Addendum 1. The contract term extends from CDFW approval through December 30, 2026, with construction to be completed within 30 working days following the official Notice of Start Date. Evaluation will focus on the lowest responsive bidder, with bids valid for 120 calendar days.
The procurement includes specific requirements for Disabled Veteran Business Enterprise (DVBE) participation, with a mandatory 3% minimum goal that, if not met, will render the bid non-responsive. Small businesses may receive a 5% preference if properly certified, and non-small business contractors can gain an advantage by subcontracting at least 25% to certified small businesses. Contractors must be registered with the Department of Industrial Relations for projects exceeding $25,000 and comply with prevailing wage requirements under Labor Code Sections 1770 and 1774. The estimated project cost is $75,000, and bidders must provide a bid bond of at least 10% of the total bid amount. Payment and performance bonds equal to 100% of the contract sum are required for contracts over $10,000. The project is subject to California Building Code standards, various labor and environmental regulations, and will require comprehensive insurance coverage, including general liability, automobile liability, and workers' compensation.
