About this opportunity
The Nebraska Department of Transportation is requesting bids for milling, resurfacing, turn lane additions, culvert extension and replacement, and bridge repair on Nebraska Highway 40 from Amherst to Junction N-10 in Buffalo County, with bids due August 27, 2026 at 1:30 p.m. The project is federally funded under the Surface Transportation Program and subject to Davis-Bacon wage requirements.
The scope covers approximately 11.74 miles of roadway milling and resurfacing across three combined call orders (415, 410, and 405), with work organized into ten groups: grading, culverts, seeding, bridge repair at station 813+13.20, guardrail installation, electrical, bituminous, and general items. Bidders must submit bids for all three call orders to be eligible for award; separate contracts will be issued for each call order. Classes 9 and 10 (Bituminous and General work) require prequalification. No DBE goal is specified for this project.
The contract duration is 110 working days with a tentative start date of May 24, 2027. Special work restrictions include a box culvert construction at 9th Avenue and N-40 during summer months (June 1 to August 8, 2027) with potential 9th Avenue closure for up to 50 consecutive calendar days. Traffic is limited to 14 days on milled surfaces exceeding 2 inches, after which the contractor assumes responsibility for asphaltic concrete patching costs.
Environmental and operational constraints include migratory bird protection, whooping crane construction restrictions during migration periods, compliance with US Army Corps of Engineers Nationwide Permit NWP3, wetland avoidance, Section 4(f) property protections, stormwater permitting and pollution prevention plan requirements, and coordination with multiple utility providers. Bid questions are submitted through Bid Express prior to letting. Bid opening occurs online via NDOT's designated platform.
