About this opportunity

The Nebraska Department of Transportation is requesting bids for road improvements on the Lincoln-Syracuse corridor (Project No. 2-7(123), Contract ID 13527) in Otoe and Lancaster Counties, with bids due October 1, 2026. This is a federal-aid highway construction contract requiring prequalification of contractors and incorporating Davis-Bacon wage determinations and Executive Order 11246 provisions.

Work spans two assessment zones (Station 195–372 and Station 661–1450) and includes concrete repairs, diamond grinding and texturing, high-pressure waterblasting of slurry residue from grinding operations, and either hot pour joint sealing or penetrating concrete sealant application. Contractors must comply with Buy America requirements and provide evidence of liability insurance with minimum limits of $1 million general liability per occurrence.

Lane closures are restricted to a maximum of 4.0 miles with specific operational constraints: lanes must reopen to traffic within one hour of engineer notification, with assessed penalties of $115 per hour per lane (Station 195–372) or $95 per hour per lane (Station 661–1450) for non-compliance. All traffic lanes must remain open on holidays (Memorial Day, Labor Day, July 4th) and UNL Football game days, with $5,000 daily assessments for violations. Environmental commitments include conservation conditions for wetlands, streams, threatened and endangered species, Bald and Golden Eagle protection, and Platte River depletion minimization. Contractors must register with a Federal Immigration Verification System (E-Verify), develop a Utility Communication and Coordination Plan, and attend a mandatory pre-construction coordination meeting with utility companies.

The contract incorporates the 2017 Edition of NDOT Standard Specifications for Highway Construction and federal requirements including FHWA Form 1273. A concurrent project (STP-S66A(106), CN: 13513, Douglas Spur) is scheduled to be let in December 2026. Electronic submission is required via www.bidx.com. Written questions regarding Special Provisions and plans must be submitted through BidX prior to the letting date.
