The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Cabinet for Health and Family Services Division of Laboratory Services, is soliciting bids for a Mycobacterial Detection System Equipment and Supplies through Request for Bid (RFB) 758 2600000136. The procurement seeks an automated, non-radiometric, liquid culture-based platform equivalent to the BD BACTEC MGIT 960 system capable of incubation, continuous monitoring, and automated detection of mycobacterial growth for the detection and drug susceptibility testing of Mycobacterium tuberculosis and other mycobacteria. Required deliverables include a fully automated 96-tube capacity mycobacterial detection instrument, BACTEC MGIT 960 supplement kits, pre-filled sterile barcoded 7ml growth culture tubes, and drug susceptibility testing kits (SIRE Kit and PZA Medium/Drug Kit). Vendors' written questions were due September 26, 2025, at 3:30 p.m. ET, with the Commonwealth's response provided October 10, 2025. The bid submission deadline is October 24, 2025, at 1:30 p.m. ET, with delivery required within 30 days of contract award to the CHFS DPH Division of Lab Services at 100 Sower Boulevard, North Dock Suite 204, Frankfort, Kentucky 40601. Evaluation utilizes a Best Value approach allocating 120 total points as follows: Price (95 points), Delivery (5 points), Experience (15 points), and Warranty (5 points). All vendors must bid all line items, provide F.O.B. Destination Freight Prepaid and Allowed pricing, maintain pricing for 60 days post-bid, and offer a minimum three-month warranty at no additional cost.
The solicitation does not identify specific set-asides; however, reciprocal preferences equal to those given by the bidder's home state shall apply to resident and nonresident bidders, and qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind may receive preferences of 15 to 20 percent of maximum points. No incumbent contractor or current vendor is specified in the procurement documents. The resulting contract shall be awarded as a Master Agreement for an initial one-year period from the award date with four optional one-year renewal periods subject to written approval and potential renegotiation of terms and conditions. Vendors must register in the Commonwealth eProcurement System prior to submission, comply with all Kentucky statutes and regulations, and submit required affidavits regarding campaign finance compliance and resident bidder status. Prior to award, successful bidders must provide proof of Kentucky Tax Registration (Form 10A100), proof of Certificate of Authority if a foreign entity, and maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, with Automobile Liability Insurance of $1,000,000 combined single limit if the contractor provides delivery. No specific contract value or budget range is disclosed in the solicitation documents.
