About this opportunity
The City of Conroe Parks and Recreation Department is requesting proposals from professional music bands to provide live entertainment for a Thursday Free Concert Series, with proposals due October 29, 2026 at 1:00 p.m. via the OpenGov Procurement Portal. The City seeks a diverse lineup of performers across multiple genres to appeal to audiences of all ages and backgrounds in an outdoor community setting.
The scope comprises six Thursday evening performances from March through June 2027, running 7:00 p.m. to 9:00 p.m. at Heritage Place (500 Metcalf Street) in Downtown Conroe. Expected attendance ranges from 400 to 1,000 people per concert. Bands must demonstrate capability in country, classic rock, pop, and Motown music. The contractor is responsible for supplying all instruments, equipment, and setup crew; performing all setup and teardown; and ensuring supervisory staff fluent in English are on-site. The contractor operates as an independent contractor and bears responsibility for employee safety, behavior, and professional appearance.
Pricing must be submitted as a lump-sum per-event amount, inclusive of setup, teardown, transportation, and miscellaneous charges, with all costs firm for the contract duration. The contract term is one year with one optional one-year renewal, contingent on mutual agreement and absence of unresolved problems. The City retains the right to cancel with 30 days' written notice.
Evaluation is based on best value determination. Proposers must submit three references from comparable performances, audio and video samples of recent live performances, company background information, and acknowledgment of all terms and conditions. Standard Texas governmental certifications and compliance requirements apply, including antitrust affirmations, human trafficking prohibition certifications, and Americans with Disabilities Act compliance.
