About this opportunity

The Executive Office of Energy & Environmental Affairs, Commonwealth of Massachusetts, is requesting responses for the FY27 Municipal Vulnerability Preparedness (MVP) Planning 2.0 grant, a two-year climate resilience and equity planning process, with questions due November 16, 2026 and applications due December 11, 2026 at 11:59 p.m. ET. Eligibility is limited to Massachusetts municipalities, Tribal Governments, and regional political subdivisions. Communities listed in Attachment B that completed original MVP planning with plans dated January through May 2019 receive first priority and must apply to maintain eligibility for FY27 and future MVP Action Grants, unless they have prior EEA approval for modified scope or opt-out designation. Those communities may request modified scope or designation based on prior work by submitting Attachment E.

The grant funds a structured 10-step process that includes community team convening, equity training, revision of climate resilience priorities, and implementation of a "Seed Project" advancing those priorities in Step 9. Up to six communities may collaborate on a single regional application. Applicants must commit an estimated 105 hours from project managers and 85 hours from municipal Core Team members for planning steps, plus additional hours for seed project management. Applications are submitted through the EEA Grants Management System at greenhub.mass.gov.

Funding totals $50,000 for Steps 1–8 and Step 10, paid upfront upon contract execution, plus an additional $50,000 per community for Step 9, released after the MVP Regional Coordinator approves the seed project. Regional projects and those with translation or interpretation needs receive funding beyond the base amounts. Funds must be held in non-interest bearing accounts, and eligible costs cover expenses incurred from contract execution through June 30, 2029. No formal local match is required. All contracts are subject to available funding and may be suspended or terminated if funding ceases.

Answers to questions publish by November 23, 2026. Selection notifications go out in January 2027, with contract negotiations starting immediately afterward.
