About this opportunity
The City of Austin, Texas is soliciting Statements of Qualifications under RFQS 7400 for municipal underwriting and bond and investment banking services to market future refunding, new money, and other financing transactions, with questions due November 5, 2026 and offers due December 1, 2026 at 2:00 p.m. CST. Respondents must comply with the MBE/WBE Procurement Program and Austin City Code requirements, including wage theft certification and training completed within 30 days of award.
Firms must maintain active registration with the SEC and MSRB, carry professional liability insurance of at least $2.0 million, and disclose any investigations, litigation, conflicts of interest, or failed financings within the past 24 months. Equal employment opportunity provisions apply.
The solicitation follows a qualifications-based selection process under Texas Government Code Chapter 2254. Evaluation totals 100 points: business organization, background and prior experience, personnel and references (55 points), innovation in financing techniques (25 points), and financial viability (20 points). The City may interview or hold presentations with short-listed offerors and re-score based on those interactions. Award goes to the highest-rated offeror or offerors, with multiple awards possible. Pricing and work plans are negotiated after evaluation, with the City proceeding sequentially through the highest-rated offerors until a contract is negotiated. Offers remain open for 180 calendar days from the closing date. The contract begins on execution and runs until all obligations are performed, and the City holds the sole option to extend beyond the initial term.
The listing also attaches RFQ CLMP397 for TPW Transportation Professional Staff Augmentation, a separate solicitation for professional engineering services. A pre-response meeting for that RFQ is October 28, 2026 at 1:00 p.m. CDT. Statements of qualifications are due December 1, 2026 at 2:00 p.m. CST through Austin Finance Online to Brandalyn Falletta, Procurement Specialist IV. Selection is anticipated for City Council action on March 25, 2027, with contract execution anticipated April 11, 2027. Prime firms and subconsultants must be registered City vendors before award and submit a completed MBE/WBE Compliance Plan under Chapter 2-9-B. Required insurance includes Commercial General Liability of at least $500,000, Business Automobile Liability of $500,000 combined single limit, Professional Liability of $1.0 million per claim and aggregate, and Cyber Liability of $1.0 million per claim and annual aggregate. The consultant must also document a non-discrimination and non-retaliation policy conforming to City Code Chapter 5-4.
