About this opportunity
The City of Sacramento Department of Utilities is soliciting Statements of Qualifications to prequalify groundwater well drilling contractors for a five-year pool, with questions due November 5, 2026 at noon and SOQs due November 19, 2026 at 3:00 p.m. through PlanetBids. Firms qualifying as Local Business Enterprises receive a 5% point preference in evaluation, but the RFQ sets no minimum LBE participation requirement. Prequalification does not guarantee award, and selected firms will receive no guaranteed minimum number of projects.
Scope covers well drilling and construction work that may include site preparation and mobilization, drilling, drill-cuttings documentation, geophysical logging, installation of casing, screen, filter pack, and annular and sanitary seals, well development, temporary pumping and aquifer testing, disinfection, drilling-fluid and waste management, and site restoration. The City anticipates constructing up to five production wells, five test wells, and five monitoring wells over the period. Individual projects may cover a single well or multiple wells, with casing diameters of 20 inches or less, borehole diameters of 48 inches or less, and depths of approximately 500 to 1,500 feet.
Contractors must hold an active C-57 Water Well Drilling Contractor license from California and maintain Commercial General Liability, Automobile Liability, Workers' Compensation, Employer's Liability, and Professional Liability (Errors and Omissions) insurance. Selected firms must execute the City's Professional Services Agreement template, comply with prevailing wage requirements, and register with the California Department of Industrial Relations. Construction estimates range from $100,000 to $3 million per project, with performance periods of 90 to 180 working days. The listed jurisdictions are Sacramento County and San Francisco City.
Submittals include an introductory letter, management and organizational information, technical capabilities, demonstrated performance references, and key personnel resumes, limited to twelve 8x11" pages plus supporting materials. The selection committee will review and rate SOQs between December 5 and 9, 2026, with optional interviews to follow.
