About this opportunity
The Town of Cave Creek, Arizona is soliciting proposals for Municipal Government Relations and Lobbying Services focused on Arizona state legislative advocacy, with responses due November 9, 2026. This reissued Informal Proposal Request for exempt professional services is not a formal IFB, RFP, or RFQ, and it replaces a prior request that closed without award.
The selected firm will serve as a strategic partner in advancing the Town's legislative priorities, monitoring state legislation, advising Town leadership on emerging public policy issues, and supporting development and implementation of the annual Legislative Policy Agenda. Federal legislative monitoring and lobbying, grant coordination, and grant writing are optional services. Firms may propose them, but they must be priced separately, and firms need not offer them to be considered for the core contract.
Respondents must provide a fixed annual not-to-exceed fee covering all required Arizona State Government Relations and Lobbying Services, including labor, routine travel, meetings, reporting, administrative expenses, and all other necessary costs. The contract term is one year with four annual renewal options, with an estimated start date of November 17, 2026.
The procurement is a voluntary best-value process rather than lowest-price award. Evaluation considers governmental relations and lobbying experience, qualifications of the proposed team, method of approach, communication and responsiveness, and pricing. Questions must be submitted through the Town's OpenGov Procurement Portal by the specified deadline. Insurance requirements will be specified in the final contract if applicable. The Town may reject any or all responses, request additional information, negotiate with one or more firms, or cancel the request, and issuance does not obligate award or reimbursement of proposal preparation costs.
