About this opportunity

The Georgia Environmental Finance Authority (GEFA), in cooperation with the Georgia Department of Audit and Accounts, is soliciting qualified contractors through a Request for Qualified Contractor (RFQC) to provide Municipal Audit Preparation Program (MAPP) Services to local governments and related stakeholders across Georgia. The procurement seeks firms capable of delivering comprehensive audit preparation assistance structured in three phases: Phase 1 (Assessment and Planning) involving evaluation of financial reporting processes and internal controls; Phase 2 (Implementation and Preparation) encompassing financial record review, reconciliation, internal control documentation, staff training, and GASB-compliant financial statement preparation where necessary; and Phase 3 (Pre-Audit Readiness) ensuring municipalities are prepared for external audits through mock audit procedures and external auditor coordination. The program targets an estimated 7-10 percent of Georgia's 701 local governments requiring audit preparation services for delinquencies spanning up to four consecutive years, with additional support potentially including SEFA preparation, grant compliance testing, and state-mandated reporting requirements. Responses must be submitted as Statements of Qualifications limited to 20 pages maximum using minimum 11-point font, with signed and notarized certification forms and Georgia Security and Immigration Compliance Act Affidavits included as exhibits. Evaluation criteria are weighted as follows: Stability and Resources (15 percent), Firm's Relevant Experience and Qualifications (45 percent), and Firm's Apparent Suitability to Provide Services (40 percent). The solicitation timeline includes a written questions deadline of March 13, 2026 at 2:00 PM, clarifications issued by March 17, 2026, Statements of Qualifications due March 30, 2026 at 2:00 PM, and final award and agreement execution targeted for April 30, 2026. One or more firms may be selected as finalists for further consideration including detailed service and fee proposals.

No set-aside designations for disadvantaged enterprises or restrictions limiting organizational types are noted in the procurement documents. All respondents must comply with Georgia's drug-free workplace policy, E-Verify requirements, and state security and immigration compliance statutes. Contractors are prohibited from providing both audit preparation services and assurance work to the same municipality, though firms may decline specific municipal projects if the engagement would impair independence. No incumbent vendors or current contractors are identified, and no existing infrastructure or technology integration requirements are specified. GEFA will execute a single master agreement directly with selected contractors under a one-year initial term with mobilization expected within 2-4 weeks following agreement execution, with GEFA determining which municipalities are assigned to selected contractors through a phased rollout. Budget estimates and specific contract values are not disclosed in the initial RFQC; pricing terms and fee structures will be requested only from finalist firms during subsequent evaluation phases, and the exact number of municipalities to be supported annually remains to be determined by GEFA.
