About this opportunity
The Iowa Judicial Branch is requesting proposals for Multisystemic Therapy (MST) services in the Seventh Judicial District (Scott, Muscatine, Cedar, Clinton, and Jackson counties), with proposals due July 10, 2026 at 3:00 p.m. Central time. This is a single-vendor procurement — the Judicial Branch seeks one provider for the entire district.
MST is an intensive, home-based treatment program for youth ages 12 to 17 at risk of out-of-home placement or returning from out-of-home placement, including those involved with the juvenile justice system. Services are delivered over three to five months with 24/7 availability. Master's-level therapists with Iowa licensure must carry caseloads of four to six families and provide home-based service delivery, clinical supervision, treatment planning, court reporting, and comprehensive case documentation and reporting.
Mandatory qualifications include MST Services licensure, Master's-level clinical staff with Iowa professional licensure, and 24/7 on-call coverage. The cost proposal must itemize all-inclusive costs for MST licensing fees, staff salaries, training costs, clinical supervision, travel expenses, and administrative overhead. Respondents must describe billing practices for third-party payers (Medicaid and private insurance) with the expectation that the vendor will bill insurers before the Judicial Branch for uninsured or underinsured clients. The Judicial Branch allows 60 days for invoice payment.
The initial contract term runs August 1, 2026 through June 30, 2027, with five optional one-year renewal terms exercisable at the Judicial Branch's sole discretion. The evaluation is weighted 4,100 points for technical merit (staff qualifications, outcome tracking, treatment duration and dosage, training requirements, release-of-information compliance, professional development, referral procedures, waitlist management, transportation, quality assurance, and reporting) and 500 points for cost, totaling 4,600 possible points. The award will reflect best value, not lowest cost. Insurance requirements are $2 million general liability, $1 million auto liability, $1 million professional liability, and $1 million cyber liability. Written questions are due June 17, 2026. The Notice of Intent to Award is anticipated July 20, 2026.
Opportunity text
Multisystemic Therapy (MST) is designed to meet the needs of youth, 12 to 17 years old, at risk of out-of-home placement due to antisocial or delinquent behaviors and/or youth involved with the juvenile justice system. MST typically targets chronic, violent, and/or substance abusing juveniles at high risk of (or returning from) out-of-home placement and their families. The MST program addresses the core causes of delinquent and antisocial conduct by identifying key drivers of the behaviors through an ecological assessment of the youth, his or her family, and school and community. The program is delivered for an average of three to five months, and services are available 24/7, which enables timely crisis management and allows families to choose which times will work best for them. Master's level therapists from licensed MST providers take on a small caseload at any given time so they can be available to meet their client's needs. The purpose of this Request for Proposal (RFP) is to solicit Proposals from qualified Respondents to provide MST for Juvenile Court Services (JCS) of the Seventh Judicial District (D7) which will include Scott, Muscatine, Cedar, Clinton and Jackson counties. JCS is seeking a single vendor to provide MST services for the entire Seventh Judicial District. The intended target population of this program will be youth, ages 12 to 17 years old, at risk of out-of home placement and/or youth returning home from out of home placement.
