About this opportunity

Fort Worth Housing Solutions is requesting qualifications for multifamily developer partner(s) to plan and develop Bivens Place Apartments, a mixed-income and mixed-use residential project in Fort Worth, Texas, with proposals due August 20, 2026. This procurement is part of the sixth and final phase of a $35 million HUD Choice Neighborhoods Initiative Transformation Plan and carries mandatory Davis-Bacon prevailing-wage compliance and HUD regulatory requirements including Section 3 and M/WBE compliance.

The project encompasses approximately 6.9575 acres at the corner of E. Rosedale Street and Miller Street and will include approximately 199–200 residential units and commercial retail space, with priority given to development of a community grocery store to address local food desert conditions. Respondents must demonstrate experience with mixed-use developments of at least 100 units incorporating a minimum of 5,000 square feet of commercial space, layered financing including Low-Income Housing Tax Credits and conventional loans, and HUD regulatory compliance.

The developer partner(s) will manage pre-development, design, financing, and construction activities or, depending on the project phase, may share responsibility for decision-making and coordination with FWHS or its affiliate. FWHS has invested nearly $60 million to date in Stop Six neighborhood transformation; the surrounding area has experienced 45% growth in business starts over five years, 3% annual population growth, and daily traffic volumes of 23,000 vehicles on E. Rosedale Street.

Contract term and renewal options will be negotiated individually with the awarded firm(s) following Board of Commissioners approval. Proposed fees and costs are not to be submitted in the RFQ response but will be negotiated separately upon award. Evaluation criteria are professional qualifications (30 points), financial capacity (20 points), mixed-use experience and portfolio (30 points), technical competence and CNI experience (15 points), and Section 3 and M/WBE efforts (5 points). Questions are due July 23, 2026, at 1:00 p.m. Central Time.
