About this opportunity

The City of Toledo's Department of Housing & Community Development is requesting qualifications to establish a pre-qualified vendor list for NSPIRE-aligned physical inspection services on multifamily residential properties, with submissions due July 28, 2026 at 1:30 p.m. EST via PlanetBids. Multifamily properties are defined as residential buildings containing forty or more units on a single site.

NSPIRE certification is the primary capability filter. Qualified vendors must demonstrate capacity to inspect dwelling units, common areas, building systems, and site elements; classify deficiencies; provide photographic documentation; submit results in formats compatible with City systems; and issue life-threatening deficiency notifications within required timeframes. The City will give additional consideration to firms demonstrating meaningful local staffing capacity and employment of NSPIRE-certified inspectors within the Toledo region.

The scope targets approximately 300 existing multifamily properties within Toledo, with anticipated demand of roughly 2,750 inspections annually once the phased licensing program reaches full implementation. Initial licensure requires inspection of 100 percent of units in a building, while subsequent renewals may permit sampling approaches. Respondents must provide detailed fee schedules including standard per-unit inspection rates, common-area and building-system rates, re-inspection rates, costs for partial building inspections at 25, 50, and 100 percent unit coverage, and any applicable travel or administrative charges.

Qualified vendors will be placed on the pre-qualified vendor list for up to three years, subject to continued compliance, though placement does not guarantee any minimum work volume. Property owners are responsible for hiring inspection firms and bearing inspection costs. The City reserves the right to conduct quality-assurance audits and may suspend or remove vendors from the list for failure to meet reporting or performance expectations. A bid opening meeting is scheduled for 2:00 p.m. EST on July 28 via Zoom. Evaluation criteria include demonstrated NSPIRE experience, timely and accurate inspection capacity, technical approach clarity, staff qualifications, quality assurance procedures, and references from comparable projects.
