About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, acting on behalf of the Department of Agriculture, Conservation, and Forestry, is requesting quotations for design, fabrication, and delivery of a custom multi-exhibitor pavilion structure, with quotations due June 17, 2016 at 2:00 p.m. local time under RFQ #01A 16060300000000000853.
The pavilion measures 20 feet by 30 feet, comprising six separate 10-by-10-foot spaces. One multi-story area, not exceeding 18 feet in height, will house the MDACF/Get Real. Get Maine! area on the ground floor with a podium space and concealed stairs, plus a small private meeting area on the second floor. The remaining five spaces will accommodate rotating sub-exhibitors, each equipped with podium-style tables, food and beverage sampling areas, discrete refrigeration accommodation, shelving, and removable fabric branding spaces. The structure must include flooring, low-temperature and overhead lighting, custom signage including two hanging logo banners at 20 feet, and employ non-combustible or limited combustible materials in compliance with venue requirements. The design theme should reflect natural, rustic, or Maine agricultural aesthetics while maintaining an open-aired, visually appealing environment with flexibility for future growth and compartmentalization for alternative configurations.
The pavilion will be delivered to the Orange County Convention Center on October 11, 2016, for the Produce Marketing Association Fresh Summit event in October 2016, with pickup on October 17 or 18, 2016. The State anticipates multiple uses at future PMA and related events.
Bidders must submit itemized quotations including design rates, hourly rates, customization costs, detailed add-on options, setup and breakdown costs, storage and shipping costs for post-event handling, and diagrams and sketches subject to advance approval. Evaluation is on a "Best Value" basis, considering conformity with specifications, delivery dates, and the bidder's economic impact on Maine — for contracts exceeding $100,000, the bidder demonstrating the largest economic impact value receives a 10 percent reduction in their evaluated bid price. Quotations must remain firm for 180 days from bid opening. Bidders may appeal award decisions to the Director of the Bureau of General Services within 15 calendar days of receiving notification. All submissions are required through the State of Maine's AdvantageME Vendor Self Service e-procurement system.
