About this opportunity

The City of Pasadena Fire Department is seeking proposals for a Multi-Cancer Early Detection Blood Test contract to provide annual multi-cancer screening for approximately 179 full-time firefighting personnel over two years. The procurement is funded through the Assistance to Firefighter's Grant (AFG) and is part of the Department's Health and Wellness Program. The successful vendor must provide a blood test that screens for multiple cancer types, predicts tissue type with over 85% accuracy, and is certified by ISO 15189, CLIA, and CAP. The proposal requires comprehensive result reporting, health risk analysis, and support resources. Proposals will be evaluated using a weighted scoring system: Proposed Solution (40 points), Proposed Timeline (20 points), Cost Proposal (30 points), with additional preferences for Local Pasadena Business (5 points) and Small/Micro-Business certification (5 points). Key deadlines include a question submission deadline of January 9, 2025, and a proposal due date of February 28, 2025. The contract term will be two years from the date of execution, with no optional extension periods.

The procurement appears to have some preferences for local and small businesses, providing additional points for Pasadena-based and small/micro-business certifications. Vendors must comply with Federal Procurement Standards and FEMA policies, with specific requirements including insurance coverage such as Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability/Medical Malpractice insurance ($2,000,000 per occurrence). Bidders must provide a Unique Entity Identifier (UEI) from SAM.gov and complete various disclosure forms, including Conflict of Interest and Disqualification Disclosure documents. While a specific budget range is not explicitly stated, the contract will be funded through a federal grant and will cover screening services for 179 firefighting personnel. Vendors must demonstrate the ability to provide comprehensive multi-cancer screening services, with a focus on supporting the health and wellness of emergency response personnel.
