About this opportunity
Palm Beach County Board of County Commissioners Purchasing Department issued a Request for Quotation (RFQ) for the purchase and delivery of mulch products under a term contract. The procurement seeks firm, fixed pricing for three types of mulch: red wood chips, gold wood chips, and non-dyed wood chips, to be delivered throughout Palm Beach County. Deliverables must meet specific technical requirements, including composition standards (red and gold chips composed of 70% pallet wood and 30% hardwood with iron oxide dyes; non-dyed chips composed of virgin hardwood), maximum shaving size of 3 inches in length or 0.5 inches in diameter, and delivery in bulk loads of minimum 100 cubic yards. All delivered mulch must be free from metals, nails, staples, plastics, leaves, sand, and other debris. Quoters must submit pricing on a per-cubic-yard basis for each item, provide product names, descriptive literature, and cut sheets matching offered products, and maintain firm unit prices for ninety days from opening and throughout the initial and renewal terms. Delivery is required within five calendar days of receiving a delivery order with F.O.B. point at destination, and all responses must be submitted by February 24, 2021, at 4:00 p.m. Palm Beach County time via fax or email. The County reserves the right to reject quotes that would be financially disadvantageous and will award on an item-by-item basis to the lowest responsive, responsible quoter.
Small, minority, and women-owned business (S/M/WBE) enterprises certified by Palm Beach County at the time of submission may receive consideration if their quotes fall within 10% of the lowest responsive, responsible quoter, with proper documentation required through completed Schedules 1 and 2. A 5% local preference is available for quoters with a permanent place of business in Palm Beach County or the Glades, verified by a current Business Tax Receipt. Vendor registration in the County's Vendor Self Service system is mandatory for all prime contractors and subcontractors, and all subcontractor agreements must include contractual provisions requiring VSS registration. Payment shall be made only upon the County's satisfaction and acceptance of delivered items, with pricing including all supervision, equipment, transportation, off-loading, and other necessary services at no additional compensation. The anticipated contract value is $98,000 for a twelve-month initial term with options to renew for four additional twelve-month periods under mutual written agreement with no price deviations.
