About this opportunity
Palm Beach County Board of County Commissioners' Purchasing Department issued Invitation for Bid (IFB #18-075R/KP) for the purchase and delivery of mulch in three varieties: red wood chips, gold wood chips, and non-dyed wood chips. The procurement seeks firm, fixed pricing to establish a term contract for materials to be delivered to locations throughout Palm Beach County on an as-needed basis. Red and gold wood chips must be composed of 70% clean pallet wood and 30% hardwood, dyed with iron oxide and acrylic binders, while non-dyed wood chips shall consist of virgin hardwood including Florida pine and oak. All mulch must be free of metals, nails, staples, plastics, leaves, sand, and debris, with wood chip shavings not exceeding 3 inches in length or 0.75 inches in diameter. Deliveries must occur in bulk loads of a minimum of 100 cubic yards within five calendar days of receiving a delivery order, with pricing quoted per cubic yard delivered on an F.O.B. destination basis. Sealed bids were required to be submitted by August 30, 2018, at 4:00 p.m. to Kerry L. Parker at the Palm Beach County Purchasing Department, 50 South Military Trail, Suite 110, West Palm Beach, FL 33415-3199. The contract was awarded for an initial term of twelve months or until the estimated expenditure was exhausted, with an option to renew for four additional twelve-month periods, subject to mutual written agreement and appropriation of funds.
A minimum 15% Small Business Enterprise (SBE) participation goal applies to all bids, with specific award preferences for responsive SBE bidders. Bidders must provide proof of insurance including Commercial General Liability of at least $500,000, Business Auto Liability of at least $500,000, and Workers' Compensation coverage in accordance with Florida Statute Chapter 440. All terms, conditions, and unit prices must remain unchanged during any renewal periods. The anticipated contract value is $104,000 over the twelve-month initial term. The County reserved the right to reject any bid and to award contracts on an item-by-item basis, allowing flexibility in the final award structure.
