About this opportunity
The Palm Beach County Board of County Commissioners' Purchasing Department issued a Request for Quotation (RFQ) for the procurement of mulch products and delivery services under a term contract. The solicitation seeks competitive quotes for three types of mulch: Red Wood Chips, Gold Wood Chips, and Non-Dyed wood chips, all to be delivered in bulk loads with a minimum of 100 cubic yards per delivery. All quoted prices must include supervision, labor, equipment, materials, transportation, off-loading, and all other services necessary for complete delivery to the specified location with F.O.B. point at destination. The County will order materials on an as-needed basis, and vendors must deliver within five calendar days of receiving a delivery order. Pricing must be submitted on a per-cubic-yard basis for each mulch type and remain firm throughout the initial contract term and any renewal periods, with unit prices quoted for each of the five potential contract years. Quotations were required to be submitted by May 12, 2022, at 4:00 p.m. local time to the Palm Beach County Purchasing Department. All quoters must be registered in the County's Vendor Self Service system, maintain applicable licenses and permits, comply with E-Verify employment eligibility requirements, and certify compliance with the Commercial Non-Discrimination Policy and drug-free workplace standards.
The contract shall be awarded for an initial twelve-month term or until the estimated amount of $96,000 is expended, whichever occurs first, with an option to renew for four additional twelve-month periods subject to mutual written agreement and appropriation of funds. Palm Beach County provides a five percent local preference to quoters with a permanent place of business in Palm Beach County and an additional five percent Glades local preference for businesses serving the Glades area. Small, Minority, and Women-owned Business Enterprises (S/M/WBE) certified by Palm Beach County at the time of quote submission may receive preferential consideration if their bids fall within ten percent of the lowest responsive, responsible bid, with S/M/WBE participation documented through required Schedules 1 and 2. The estimated contract value is $96,000 for the initial term, with potential additional expenditures possible during the four optional renewal periods if exercised by the County. No incumbent vendors or current contractors were identified in the solicitation materials.
