About this opportunity
Collier County's Board of County Commissioners Procurement Services Division is soliciting bids for Mulch and Pine Straw through Invitation to Bid (ITB) No. 25-8332, specifically for the Parks and Recreation Division. The procurement seeks qualified vendors to supply three primary mulch types: Brown Cocoa Mulch, Play Safe Plus Mulch, and Pine Straw Mulch Bale, with specific requirements including International Play Equipment Manufacturers Association (IPEMA) certification and compliance with ASTM standards. Vendors must provide unit pricing for cubic yard and two-cubic-foot bag quantities, with options for both delivery and county pick-up, and must be prepared to submit product samples upon request for staff review. The bid is due on December 30, 2024, at 3:00 PM EST, with a proposed three-year contract term and two potential one-year renewal options. Evaluation criteria include pricing, product specifications, and the ability to meet technical requirements, with the county reserving the right to award to primary, secondary, and tertiary suppliers based on best value.
The solicitation does not explicitly outline specific set-aside designations for disadvantaged businesses, though vendors must complete various compliance forms including an Immigration Affidavit, Conflict of Interest Certification, and E-Verify enrollment. Vendors are required to maintain comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability, and Automobile Liability, with specific coverage limits outlined in the documentation. While no incumbent vendors are identified, the county has historically spent approximately $100,000 on similar products, though this may not indicate future purchasing patterns. The contract potentially supports multiple county departments and includes 77 parks and recreational facilities across Collier County. The procurement allows for potential use by other county departments and is structured to support flexible mulch and pine straw procurement with potential contract values up to $100,000 annually, subject to departmental needs and budget allocations.
