About this opportunity
Midlands Technical College (MTC) is requesting bids on multi-campus pole banner installation and maintenance services across four South Carolina campuses, with offers due September 25, 2026 and questions due September 16. Vendor registration with the State of South Carolina is mandatory prior to submission, and the solicitation applies South Carolina state preferences for resident vendors, resident contractors, resident subcontractors, and South Carolina or U.S. end-products; vendors claiming preferences must provide supporting documentation.
The scope encompasses installation, removal, replacement, maintenance, and emergency response for exterior pole banners at Airport Campus, Beltline Campus, Harbison Campus, and Lexington North Lake campuses. Scheduled replacement cycles occur in Fall 2026, July 2028, and July 2030, with estimated quantities of 300 banners at 24" × 60" and 200 banners at 12" × 53" per replacement cycle. The contractor must conduct a complete audit and inspection of existing pole banner hardware prior to initial installation, identify damaged or unsuitable components, and provide emergency replacement within 15 working days for damaged or weathered banners. All items supplied must be new. Pricing shall be fixed throughout the contract term with unit prices required for each service and supply category; vendors must submit all costs for banner production, installation labor, equipment, removal, disposal, and emergency response services within their bid.
The contract term begins October 19, 2026, with an initial one-year period and four optional one-year renewal periods, providing a maximum five-year duration. Performance occurs at MTC's multiple campuses with delivery required within 30 days of purchase order receipt unless otherwise specified. Contractor liability insurance is mandatory: Commercial General Liability at $1 million per occurrence, Auto Liability at $1 million per accident, and Worker's Compensation with statutory limits. Award notification is scheduled for October 7, 2026, and will be made to the lowest responsible and responsive bidder.
