About this opportunity
The Mt. Edward Reservoir Replacement project is a comprehensive infrastructure procurement initiated by the government of Puerto Rico, focusing on the design, supply, and installation of a new water storage reservoir located at 153 Mt. Edward Road in Dartmouth, Nova Scotia. The project scope encompasses multiple critical elements including constructing a new concrete water reservoir with associated infrastructure, complete with gravel bedding, concrete foundations, ladders, electrical systems, and a mixing system. Key deliverables include yard piping and valve installation, flow meter chamber construction, existing inlet piping modifications, and comprehensive landscaping involving topsoil and hydroseeding. The solicitation (P31.2024) requires detailed submissions including a submission form, pricing form, and evaluation criteria documentation. Bidders must submit comprehensive proposals by September 15, 2025, with all documentation carefully prepared according to the specifications outlined in the project drawings and accompanying addendum. Evaluation will be conducted using a structured criteria approach, likely assessing technical capabilities, proposed methodology, cost competitiveness, and overall project understanding.
While specific set-aside designations are not explicitly detailed in the provided documentation, the project appears to be a standard infrastructure procurement open to qualified engineering and construction firms with demonstrable water infrastructure expertise. The project documents suggest a comprehensive technical evaluation process that will likely require bidders to demonstrate significant experience in municipal water storage infrastructure projects, advanced engineering capabilities, and proven track records in complex reservoir replacement initiatives. No incumbent vendor information is directly referenced, though the project involves replacing existing concrete and steel reservoirs, indicating potential legacy infrastructure considerations. While a precise budget range is not specified, the comprehensive nature of the project—involving design, construction, demolition, and landscaping—suggests a substantial capital investment potentially ranging from several hundred thousand to multiple million dollars. Interested contractors will need to carefully review all project documentation, including the main solicitation document, submission forms, pricing schedules, and the August 22, 2025 addendum to fully understand project requirements and submission expectations.
