About this opportunity

The State of Maine is soliciting bids for Mt. Battie/Camden Hills State Park informational sheets and maps, with bids due April 28, 2011.

A recycled-content preference applies to paper products: bids offering paper or paper products containing a minimum of 30% post-consumer recycled material that are within 10% of the lowest compliant bid may receive up to a 10% price preference. Bidders must clearly indicate recycled-content status and disclose the specific recycled content percentage. Alternatively, paper products with 100% post-consumer recycled or certified virgin fiber content may receive a price preference of up to 4% above the lowest submitted bid. Certified virgin fiber must be sourced from American Tree Farm System, Forest Stewardship Council, Master Logger Certification Program, Programme for the Endorsement of Forest Certification, or Sustainable Forestry Initiative. Each bid submission must include proof of the supplier's chain-of-custody certification or other certification status and identify certification labels applied to each product.

The scope includes production of informational sheets and maps depicting Mt. Battie and Camden Hills State Park facilities, trail networks, parking, camping areas, and park infrastructure. The contract may be extended beyond the initial expiration date with contractor consent, with a maximum total contract period not to exceed three years and an allowable overrun not to exceed 3% of the bid amount.

All quotes must be submitted electronically and will close at 2:00 p.m. local time on April 28, 2011. Awards will be made to the lowest responsible bidder offering the best value to the State, with consideration given to quality, specification conformity, delivery dates, overall economy, and vendor past performance. In cases of tied quotes, preference is given to in-state bidders or those offering products manufactured in Maine. The State reserves the right to reject any or all quotes, waive technicalities, and increase or decrease quantities by 10%.
