About this opportunity
The State of Maine Division of Purchases is requesting bids for cold weather gear for the Maine State Police, with quotes due February 7, 2012 at 2:00 p.m. local time. In cases of tied bids, preference will be given to in-state bidders or those offering products manufactured or services rendered in Maine.
The scope comprises three Refrigiwear Iron-Tuff line items: the 0032 Polar Jacket (sizes Medium–5XL, Navy), the 0039 Vest (sizes Small–5XL, Navy), and the 0345 Low Bib Overall (sizes Small–5XL). All items feature 11.25–11.5 ounces of high-loft polyester fiberfill insulation, tear and abrasion-resistant nylon outershells with water-repellant and wind-tight finishes, storm flaps over zippers, bound seams, bulk knit heavy-duty nylon cuffs, fleece collars, and draft-sealing elastic back bands. The jacket includes a thermometer pocket on the sleeve with snap-on hood attachment capability.
Bidders must submit separate unit prices for each item on a delivered basis, inclusive of all freight and transportation charges unless otherwise specified. Awards will be made to the lowest responsible bidder offering the best value, considering quality, conformity to specifications, delivery dates, and overall economy. The State reserves the right to increase or decrease ordered quantities by up to 10% and to reject any or all quotes.
Bidders must complete and submit a Code of Conduct Affidavit to Sue Garcia by fax (207-287-6578) no later than the bid opening date, certifying compliance with Maine's ethical purchasing standards, applicable wage and labor laws, and anti-sweatshop provisions, and disclosing the complete physical locations where clothing and textiles are assembled. The affidavit must be notarized. Manufacturers and suppliers of hazardous chemicals must provide Material Safety Data Sheets per Maine's Chemical Substance Identification Law.
