About this opportunity

The Michigan State Police Forensic Science Division (FSD) has issued a Request for Quote (RFQ) for the procurement of TruNarc Handheld Narcotics Analyzers, associated training, and consumables to support its seven forensic laboratories located in Lansing, Northville, Grayling, Sterling Heights, Grand Rapids, Detroit, and Marquette. The procurement requires four TruNarc Unlimited Model units with on-site instructor-led training for 12 students at four separate Michigan locations, three additional TruNarc Unlimited Model units without training, and seven TruNarc Solution Kits (Type H) containing test sticks and solution vials. All units must include PC TruNarc Admin software, free basic software updates, one-year warranty with factory repair and 24/7 technical support, and loaner units when available. The solicitation is brand-specific, accepting only Thermo Scientific TruNarc analyzers with no alternate bids permitted. Bidders must be either the manufacturer or a manufacturer-authorized distributor, with the State reserving the right to verify distributor status. Critical deadlines include a bidder questions deadline of January 3, 2019, at 9:00 a.m. Eastern, with answers posted by January 7, 2019, and a proposal submission deadline of January 14, 2019, at 9:00 a.m. Eastern through the Michigan SIGMA system. Delivery is required by February 18, 2019, with an anticipated contract begin date of January 21, 2019. The State will evaluate bids based on the best combination of deliverables, specifications, delivery timeframes, and price, and all bids must remain valid for at least 90 calendar days from the proposal due date.

Regarding eligibility and compliance requirements, all proposals must include a completed Confidential Treatment Form and signed Terms and Conditions, and bidders must answer vendor questions regarding qualified disabled veteran status, participation in RFQ development, labor practices, Michigan business certification, and Iran-linked business status. Contractors must comply with Michigan security procedures, including fingerprint-based background checks for personnel accessing criminal justice information systems, and maintain commercial general liability insurance of at least $1,000,000 per occurrence. All bids must be submitted with F.O.B. Destination terms and prepaid transportation charges, and bidders may offer quick payment discounts for payment made within 15 days of invoice receipt or delivery. A Notice of Recommendation for Award will be posted on the Michigan SIGMA system, with protests due within three business days of posting. While the RFQ does not specify a budget range or award value, bidders should note that lead time for delivery specifications must be included in their proposals. No incumbent vendors, set-asides for disadvantaged enterprises, or existing technology integration requirements are mentioned in this solicitation.
