About this opportunity

The City of Atlanta Department of Aviation is soliciting bids under IFB MS-IFB/DOA/2603-1270039 for an AI-assisted screening equipment upgrade at Hartsfield-Jackson Atlanta International Airport, with Phase I Statements of Qualifications due November 23, 2026 at 2:00 p.m. EST. The solicitation carries no set-aside. The solution must integrate with existing Smith Detection Hi-Scan 6040i X-ray units manufactured in 2003 and 2004, a compatibility requirement that limits the field to offerors able to work with that installed base.

The project supports X-ray screening of airport employees to identify prohibited items, following increased detections of firearms and other prohibited items during employee screening. Required functionality includes real-time detection overlays, operator review workflows, operational analytics, and event logging, along with security and access controls and deployment, training, and support capabilities. Minimum qualifications include relevant installation or integration experience with AI-assisted threat detection solutions and compatibility with the specified X-ray equipment.

Insurance requirements include Workers' Compensation at statutory limits, Commercial General Liability of $1 million per occurrence and $2 million aggregate, Commercial Automobile Liability of $1 million combined single limit or $10 million for airport restricted-area access, Professional Liability of $2 million, and Technology Errors and Omissions of $2 million. Coverage must be maintained for the contract duration with A.M. Best minimum ratings of A- and Class VII. Offerors must submit an Attestation of Financial Capability, comply with anti-collusion certification requirements, and provide bid security as specified in Phase II.

Phase II covers pricing and responsiveness, with the IFB closing December 11, 2026 at 2:00 p.m. EST. Only shortlisted offerors submit pricing and detailed cost information in Phase II. Award follows Phase II evaluation, contingent on meeting all eligibility requirements and executing the City's contract within five business days of notification. The City does not intend to modify its standard terms, though reasonable product-specific technology terms may be accepted if they do not conflict with City requirements. The City reserves the right to extend services to additional departments or agencies if increased volume yields improved pricing. All submissions go through ATLCloud, and late submissions will not be accepted. A pre-solicitation conference was held February 17, 2026.
