About this opportunity

The Michigan Department of Technology, Management & Budget is soliciting bids for 476,000 MS-146 Image Seal Mailers (238 cartons of 2,000 units each), with bids due July 16, 2026. Only prequalified vendors are eligible to bid; pre-qualification through the State of Michigan Print & Mail Management program is mandatory and takes approximately one week.

The scope is pressure-seal mailers measuring 8.5 by 11 inches in finished size, printed on 28-pound white bond paper with black ink on both sides. Required bindery work includes vertical perforations 0.5 inches from both right and left edges along the 11-inch dimension and horizontal perforations at 3-5/8 inches and 7-3/8 inches from the top. Co-adhesive pressure-seal glue strips must be applied on the back in the outer 0.5-inch left and right margins and bottom edge, and on the front top third above the perforation line. An electronic design file is provided by the department; a PDF proof is required for approval prior to production. Packaging must include shrink-wrap with chipboard on top and bottom, 500 units per package, 2,000 units per carton on four-way skids, with cartons visibly labeled in 0.5-inch block letters.

All bids must be submitted online on an F.O.B. Destination basis with prepaid freight to 7461 Crowner Drive, Lansing, Michigan 48913, delivery hours 8:00 a.m. to 3:30 p.m., Monday through Friday. A detailed quote letter is mandatory; bids lacking a quote letter are disqualified. Award is based on best price and value to the state—the lowest bidder may not receive the award if quality concerns exist or requirements cannot be met. Vendors must be registered with the State of Michigan, accept Electronic Funds Transfer payments, and submit invoices via email to DTMB-PrintingServices@michigan.gov and the VSS system. All intellectual property, designs, and works developed under the contract become the exclusive property of the State. Undisputed invoiced amounts are payable within 45 calendar days of invoice receipt or final acceptance, whichever is later. Contact Andrew Hale at 517-636-0092 or halea3@michigan.gov for pre-qualification requirements.
