About this opportunity
The State of Michigan Department of Technology, Management and Budget, through the Michigan Public Safety Communications System (MPSCS), is issuing a Request for Proposal for the complete dismantling, transportation, and reassembly of a 300-foot Valmont self-support communications tower, shelter, compound fencing, utilities, grounding, and driveway from Macomb County to Rainbow Lake Maintenance Corporation (4353 Rainbow Lake Road, Gratiot County, Michigan 48871). The procurement encompasses comprehensive site development activities at both locations, including geotechnical investigations, architectural and engineering design, foundation installation, utility coordination, permitting, and final site construction, with all contract activities to be delivered within 80 business days from receipt of order and final delivery expected within 120 calendar days. Mandatory minimum qualifications require contractors to be licensed, insured, and bonded in Michigan and all applicable jurisdictions; maintain current National Association of Tower Erectors (NATE) membership and NATE STAR participant status; possess climbing certifications for all tower personnel; demonstrate a minimum of 10 years' experience with public safety grade communications structural equipment; provide five examples of moving 300-foot or larger towers, three examples of relocating large concrete prefabricated shelters, and three references from recent public safety communications projects. The State will evaluate proposals using a technical scoring system allocating 50 points for requirements, 10 points for preliminary project plan, 15 points for statement of work, and 25 points for vendor questions, with a minimum of 80 points required to advance to price evaluation. A mandatory pre-proposal meeting and site visit is scheduled for June 18, 2020, at 10:00 a.m. Eastern at Rainbow Lake Maintenance Corporation in Perrinton, Michigan, with attendance required and bidder sign-in mandatory; the deadline for written questions is June 23, 2020, at 12:00 p.m. Eastern with answers posted by June 25, 2020; and proposals are due by July 9, 2020, at 12:00 p.m. Eastern.
The RFP does not specify set-aside designations or restrictions limiting participation based on disadvantaged business enterprise status or organizational type. All qualified bidders meeting the mandatory minimum requirements are eligible to respond. No incumbent contractor or current vendor is identified in the procurement documents. Pricing must be firm for the entire contract length with adjustments available only for documented changes in actual contractor costs subject to a 30-day review and negotiation period by both parties. Late or improper completion will result in liquidated damages of $5,000 plus $500 per day for each day of non-compliance. The contract requires substantial insurance coverage including Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Employers Liability ($500,000 per accident) with the State named as an additional insured. Invoices will be paid via Electronic Funds Transfer within 45 days of State receipt. Contracts valued at $250,000 or greater require State Administrative Board approval, and proposals remain binding for 180 days from submission.
