About this opportunity

The Minnesota Pollution Control Agency (MPCA) is seeking a contractor to install five gas vents on a closed landfill cover located at 4524 44th St NW in Hackensack, Cass County, Minnesota. The project aims to minimize potential landfill gas migration toward a nearby building, with two alternative construction methods available for each vent location. Contractors must submit comprehensive bids through the SWIFT Supplier Portal, with responses due by September 10, 2024, at 2:00 PM Central Time. The project requires drilling boreholes, constructing passive gas vents, repairing the landfill liner, backfilling, managing waste, performing site restoration, and completing demobilization. Key deliverables include a Site-Specific Health and Safety Plan, precise vent installation, and full site restoration. Contractors must comply with all technical specifications, including waste profiling, sampling, and analysis requirements. The project has a targeted substantial completion date of May 15, 2025, with final completion expected by June 15, 2025.

The solicitation does not explicitly indicate specific set-aside designations, but it does reference preferences for targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses. While no incumbent vendors are mentioned, contractors must meet responsible contractor certification requirements under Minnesota statutes. The contract will be awarded as a lump sum based on the lowest responsive bid, with estimated total contract values ranging between $40,000 and $50,000. Bidders must provide a surety bond if their bid exceeds $50,000 and are required to demonstrate compliance with organizational conflict of interest guidelines. Contractors must be prepared to submit detailed documentation, including pricing information, solicitation security, and various required forms. The MPCA reserves the right to reject any and all responses, providing flexibility in the procurement process.

***9/6/2024, Addendum #1*** The purpose of this addendum is to answer questions. Q1. Is the contractor responsible for the cost of waste profiling sampling and analyses? If so, how many samples do we need to take? One for each well? If we are responsible for the cost, does your company do this work? And can we get a price for it? A1. Cost for waste profiling sampling and analysis is included Contractor's bid in Price Schedule Item Number 7. The number of samples and parameters to be sampled shall be compliant with requirements of the transportation storage and disposal facility (TSDF) selected by the Contractor. MPCA must approve the proposed TSDF(s). GHD cannot provide sampling and analysis services to the Contractor as this would create a conflict of interest due to GHD's contract with MPCA to provide oversight and contract administration services for the project. Q2. Dewatering-Typically, we do not dewater the boreholes. If we drill into water or leachate, we continue to drill to the well depth. We then install the well piping and stone. We have never dewatered a borehole. A2. It is anticipated that boreholes would be terminated upon encountering water. Dewatering of boreholes will not be required. However, water (if encountered) contained within excavations to expose the landfill liner should be containerized. In addition, decontamination fluids must be containerized for profiling, transport, and disposal. ***End of Addendum #1*** THIS IS A REQUEST FOR BID (RFB). Fax, e-mail, and non-electronic responses will NOT be accepted. All responses must be submitted online through the SWIFT Supplier Portal before the Event Due Date and Time.
