About this opportunity
The Minnesota Pollution Control Agency (MPCA) is seeking a contractor to perform building demolition and removal, underground storage tank (UST) removal, and installation of a temporary power station at 1405 Gilmore Ave in Winona, Minnesota. The project requires complete demolition of an existing treatment building, including removal of system components, concrete flooring, and a closed-in-place UST. Key deliverables include disposal of demolition materials, site preparation, utility disconnection, and installation of a temporary power station for future electrokinetic treatment. Contractors must submit electronic bids through the SWIFT Supplier Portal by January 13, 2025, at 2:00 PM Central Time, with project substantial completion required by March 31, 2025. Questions about the project must be submitted by January 6, 2025, at 2:00 PM Central Time. Site visits can be arranged by contacting Brett Staeden from Terracon Consultants, Inc., who will provide oversight and contract administration. The site has known petroleum and chlorinated solvent contamination, with groundwater approximately 7 feet below the surface, and contractors must be prepared to handle potential environmental challenges.
The procurement offers preferences for Minnesota-based small businesses, including targeted group businesses, economically disadvantaged enterprises, and veteran-owned businesses. Specifically, there is a 12% bid preference for certified targeted group, economically disadvantaged, and veteran-owned businesses, with the preference applying to the first $2,000,000 of the bid. Contractors must be registered in the SWIFT system and include sales and use tax in their pricing, as the state's direct pay permit does not apply to this project. The estimated contract value ranges from $40,000 to $50,000, with bids exceeding $50,000 requiring a 5% bid security bond. Non-Minnesota contractors must comply with special withholding requirements for payments over $50,000 or obtain an exemption. The project requires contractors to handle regulated materials, including potential PCB-containing light ballasts, HID lamps, control switches, and electric motors, which must be removed two days prior to demolition in accordance with Minnesota regulations.

***1/8/2025, Addendum #2*** The purpose of this addendum is to answer questions: Q1: Is there water and sewer going into property to be disconnect or just sewer? If so, where is that located? A1: Exact utility locations will need to be verified by the selected Contractor. We are uncertain of the status or locations of all site utilities, but we are aware of an active storm sewer leading to the onsite treatment building on the east side. Q2: What happens if we cannot bring in topsoil till after compaction date due to low temps and freezing dirt pile and are we supposed to put grass seed down and matting? A2: Frozen soil encountered shall not be used for backfill, so imported soil meeting specifications should be used in this case. Depending on weather and soil conditions, the soil excavated and stockpiled on-site shall be covered until soil sampling indicates that it meets the required criteria to be reused (as approved by the Engineer). It should be noted that the onsite treatment building is heated to approximately 40 degrees F and may affect soil beneath the building. Only topsoil placement is included in the specifications. Placing seed is not part of this scope. Q3: Is Attachment E: Reference Form required to be submitted with a response? A3: The Attachment E: Reference Form is not required for this RFB. CLARIFICTION/CORRECTION ON SITE VISIT: Site visit is not mandatory prior to responding. The 'shell' is replaced with 'may' in term EXAMINATION OF SITE (Sample Contract and Exhibits document): EXAMINATION OF SITE. Before submitting a proposal on the work contained in these specifications, each Responder shall (DELETED) may (ADDED) visit the site, examine the premise, and thoroughly familiarize themselves with all existing conditions and limitations pertaining to the work involved. No extras will be allowed because of the Contractor's misunderstanding as to the amount of work entailed, or lack of knowledge of existing conditions. ***End of Addendum #2*** ***1/6/2025, Addendum #1*** The purpose of this addendum is to answer questions: Q1: Is there a Pre-Demolition Asbestos and Regulated Materials Inspection report for this site?
