About this opportunity
The Town of Smithfield, Virginia is requesting proposals for mowing services within the town's rights of way and municipal properties under RFP #26-003, with sealed proposals due September 18, 2026 at 4:00 p.m. local time. A mandatory pre-bid meeting is scheduled for September 3, 2026 at 1:00 p.m. at the Department of Engineering and Public Works, 310 Institute Street, Smithfield, Virginia.
The scope encompasses bi-monthly seasonal grass cutting and maintenance from April through November, with the Superintendent of Public Works determining actual cutting frequency based on weather conditions. Work includes edging curbing, trimming around trees and obstacles, picking up trash and debris, and weekly mowing at designated municipal areas including Times Square, Hayden's Lane, Jersey Park Playground, and Clontz Park. Contractors must also respond to grass height violation mowing at residential or commercial properties within three days of notification and provide trash pickup along rights of way outside the growing season.
The contract term is three years with a right to renew for an additional two years following performance review. Offerors must submit pricing by March 1st of each calendar year, with prices fixed until the subsequent year. The town operates on a fiscal year basis from July 1 through June 30, with new purchase orders issued annually.
Contractors must hold a current Virginia business license and provide general liability ($1,000,000 aggregate), automobile liability ($1,000,000 combined single limit), workers' compensation, and Errors and Omissions coverage ($1,000,000 per occurrence), with the Town named as an additional insured.
Evaluation criteria prioritize experience with commercial or municipal mowing services, qualifications to perform the outlined work, past performance, cost, and references. The Town will use the Competitive Negotiation for Non-Professional Services method and may require interviews and formal presentations for short-listed firms. Lesley King, Contract Officer, is the sole point of contact for questions.
