About this opportunity
Baltimore County, Maryland's Division of Procurement Services is requesting bids for mowing of highway medians, roadsides, and roundabouts on a term agreement basis, with bids due September 1, 2026 at 3:00 p.m. A 30% Minority Business Enterprise and Women Business Enterprise (MBE/WBE) cumulative participation goal applies to the contract term.
The scope encompasses mowing operations across seven clusters organized by highway shops and four geographic regions (Double Rock, Inwood, Sparrows Point, and Texas), comprising 97 line items. Services run April through November annually with a minimum of 12 visits per cycle. Bidders must quote on all line items within each region or cluster they wish to be considered for award. Work is performed Monday through Friday, 6:30 a.m. to 6:00 p.m., with mowing height maintained at 4–5 inches (maximum 6 inches). The contractor is responsible for all traffic control, equipment, labor, materials, and protective measures. Site visits are strongly encouraged; submission of a bid constitutes acknowledgment of the requirement to measure all mowing locations and familiarize themselves with ground conditions.
The contract becomes effective March 1, 2027 for one year, with the County retaining the right to renew for up to four additional one-year renewal options under the same terms and conditions. Prices must remain firm for the contract period unless price escalation is requested at least 90 days before term expiration, capped at the Consumer Price Index or 5 percent maximum annual increase.
Contractors must carry General Liability insurance with $1,000,000 combined single limits, Automobile Liability insurance with $1,000,000 limits, and Workers' Compensation coverage; Baltimore County must be named as an additional insured. Submissions must include a Procurement Affidavit, First Source Hiring Agreement, Taxpayer Identification Number certification, proposal signature page, MBE/WBE participation forms, and at least three professional references from similar-scope contracts completed within the past three years. The County reserves the right to increase or decrease quantities by approximately 20 percent at offered prices and to make multiple awards on an individual item, combination item, or lump sum basis.
A non-mandatory pre-bid meeting is scheduled for August 11, 2026 at 11:00 a.m. via WebEx. Questions are due August 21, 2026 at 12:00 p.m. Bids are submitted through the County's electronic procurement portal.
