About this opportunity

The Missouri Department of Transportation (MoDOT), St. Louis District, is seeking qualified contractors to provide comprehensive highway right-of-way maintenance services for Interstate 44 in Franklin County, spanning from the Crawford County Line to the St. Louis County Line. The procurement is an Invitation for Bid (IFB) for mowing, litter removal and disposal, trimming, and vegetation control services for one growing season, covering approximately 1,975.45 acres per mowing cycle. Contractors must provide all necessary labor, equipment, and materials to complete the specified services as detailed in the solicitation documents, mowing plans, and contract limits. The bid period runs from March 14, 2018, to March 19, 2018, at 11:00 AM CDT, with electronic responses highly preferred through the MissouriBUYS system. A mandatory bid bond of 5% is required, and vendors must be registered in the MissouriBUYS system to access full solicitation details. Evaluation criteria include lowest and best bid compliance with mandatory specifications and requirements, with pricing provided on a per-acre basis for mowing and litter removal services.

The solicitation encourages minority and women-owned business participation, with specific goals of 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) involvement through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran Business (SDVE) preferences are also available. Successful contractors must maintain comprehensive insurance coverage, including $500,000 per person and $3,000,000 per occurrence for general and automobile liability, and workers' compensation insurance. The initial contract term is for one growing season, with two potential renewal periods at pre-negotiated percentage increases to be specified by the bidder. No incumbent contractors are identified in the solicitation. While specific budget ranges are not explicitly stated, the contract covers extensive vegetation control across nearly 2,000 acres, suggesting a substantial investment in highway maintenance services. Contractors must also comply with OSHA safety requirements, including a 10-hour construction safety program and appropriate high-visibility safety apparel for workers within highway right-of-way.
