About this opportunity
The City of Lubbock is soliciting sealed bids for mowing and litter control services at the South Water Treatment Plant under ITB 26-19771-YB, with bids due September 30, 2026 at 3:00 p.m.
The scope encompasses approximately 294 acres of native grasses and local weed vegetation, including right-of-ways adjoining the property to ditch lines of county and state roads and a terminal storage reservoir with 45-degree slopes. Work includes mowing at four-inch height using shredder or full-flotation rotary mower equipment, string trimming around trees, plant beds, buildings, and fence lines with a required two-foot weed-free zone on both sides of fencing, and removal of litter and debris. Mowing frequency varies seasonally based on drought conditions and vegetation growth, ranging from zero to two cycles per month. Bidders must submit pricing on a per-cycle unit rate basis, with monthly payment for completed work. Prices must be guaranteed for six months upon city approval, with adjustments thereafter permitted only for documented changes in Consumer Price Index or Product Price Index.
The contract term is one year with four optional one-year extensions, automatically renewing unless either party provides 90-day written notice of termination. The city does not guarantee minimum volumes or compensation amounts. Contractors must maintain commercial general liability insurance of $1 million per occurrence / $2 million aggregate, automobile liability of $1 million combined single limit, and workers' compensation at statutory limits, with the city named as additional insured and waiver of subrogation required. All personnel must wear photo identification cards on city property and notify the water department control room of arrival and departure.
A non-mandatory site visit is scheduled for September 22, 2026 at 9:00 a.m., with RSVP requested by 3:00 p.m. on September 21. Sealed bids may be submitted electronically through the Bonfire portal or in hard copy to the Director of Purchasing and Contract Management. The city reserves the right to reject any or all bids and award to the lowest responsible bidder or best value. The city will terminate the contract with 30 days' written notice. Failure to personally inspect the property prior to bid submission is at the contractor's risk.
