About this opportunity
Osceola County, Florida is requesting proposals for mowing and landscaping services for Small Machine Area II, with proposals due June 2, 2026 at 2:00 PM local time. The County may engage one or more contractors and reserves the right to contract with other companies for similar services, so award is not exclusive.
The scope encompasses grounds maintenance for County-owned parcels, vacant lots, roadsides, and rights-of-way in central Osceola County from Brown Chappel Road in St. Cloud west to Bass Road in Kissimmee. Services include mowing, edging, string trimming, blowing, trash removal, herbicide application for crack weed control, and debris cleanup. The County schedules approximately 13 mowing cycles annually (9 during peak season March 1–October 31 and 4 during off-season November 1–February 28), with contractors required to complete each cycle within 12 working days, weather permitting.
Contractors must hold a valid Pesticide/Herbicide Applicators License and MOT Certification for Maintenance of Traffic Control. Required equipment includes three commercial 48-inch deck mowers, three string trimmers, three edgers, and two backpack blowers. Insurance minimums are $1 million automobile liability, $1 million general liability, $2 million general aggregate, and workers' compensation coverage.
The initial contract term is three years from approval and execution, with options for one or two additional one-year renewal periods, not to exceed five years total; renewal decisions rest with the County. The County conducts one complimentary inspection per cycle; additional inspections incur a $100 fee deducted from payment. Invoices must be submitted within 30 days of cycle completion.
Proposals are evaluated on firm qualifications and experience (35 points), similar projects (30 points), project approach (20 points), and price proposal (15 points). Pricing uses a sealed-envelope fee schedule (Attachment F), with lowest price receiving maximum points. Written questions are due May 19, 2026 at 12:00 PM. No pre-proposal conference will be held.
