About this opportunity

The Stockton East Water District (SEWD) is seeking a qualified contractor for the MOV1 Valve Replacement project located at the Dr. Joe Waidhofer Water Treatment Plant in Stockton, California. The procurement involves comprehensive valve replacement and infrastructure modification on a 42" California Water Service Conveyance Pipeline, requiring extensive excavation, pipeline dewatering, disinfection, and valve system upgrades. Specific project deliverables include demolishing existing 42" butterfly valves and electric actuators, core drilling a valve vault, installing new manually operated 42" and 24" butterfly valves, and creating mechanical extensions for new electric actuators. Bidders must possess a valid Class A Contractor License and be registered with the California Department of Industrial Relations (DIR). The project is scheduled for bid submission on November 21, with an anticipated contract duration of 45 calendar days, and bids are due by November 22, 2025. Contractors will be required to comply with prevailing wage rates and submit comprehensive documentation including bid bonds, subcontractor lists, and qualification statements.

The contract does not specify explicit set-aside designations for disadvantaged enterprises. The total estimated project budget is approximately $300,000, with payment structured on a monthly basis, retaining 95% of completed work value. Contractors must provide specific insurance coverage, including general liability, automobile liability, workers' compensation, and pollution liability policies. Performance and payment bonds are mandatory, and contractors must adhere to specific safety, environmental, and labor code regulations. The valves, actuators, mechanical extensions, and floor stand pedestal have already been purchased by the district, which will be provided to the selected contractor. The project requires a pipeline shutdown not exceeding 10 days and involves work in San Joaquin County, with specific coordination required with California Water Service. Contractors will need to arrange inspections with the district and carefully manage site preparation, demolition, and restoration of disturbed areas according to precise technical specifications.
