About this opportunity
The State Highway Administration of Maryland is requesting proposals from Master Contractors to expand the existing NICE logging recorder system to record the Vesta Call Handling System across all traffic operations centers and the statewide operations center under PORFP J02P6600026/BPM055533, with proposals due June 3, 2026. This procurement is restricted to vendors already awarded contracts under the Radio Communications 2018 Master Contract (060B7400088) — a sole-source-eligible vehicle limitation that filters the competitive field to incumbents or previously qualified resellers.
The scope encompasses equipment and services across four functional areas: Two-Way Radio Equipment, Communications Consoles and Associated Equipment, Microwave Radio Equipment and Installation Supplies, and Installation, Repair and Preventative Maintenance Services. The project includes program/construction management, system and network engineering, site development and installation, Vesta implementation and project management, and year 2 warranty. The solution adds redundancy and implements a failsafe, turn-key configuration to improve efficiency and reliability of phone calls received at operations centers, with customer service, training, and quality assurance support included.
Place of performance includes the State Highway Administration main office in Baltimore at 707 North Calvert Street and the on-site location in Catonsville at 5901 Baltimore National Pike. Questions are due March 3, 2026 at 2:00 p.m. EST. Bidders must submit pricing through Maryland's eMaryland Marketplace Advantage (eMMA) e-procurement system. Pricing must remain valid for at least 90 days after the due date. All equipment must be new and unused from authorized resellers; bidders must provide manufacturer authorization letters and screenshots of Manufacturer's Suggested Retail Price. No restocking fees are permitted for items returned due to damage or incorrect shipment. The agency points of contact are Kimberly Anderson (410-545-8664, Kanderson10@mdot.maryland.gov) and David Rineholt (410-604-6786, DRineholt@mdot.maryland.gov).
