About this opportunity
The State of Maine is requesting quotes for Motorola HT1250 portable 2-way radios with a quotation due date of January 20, 2012. This is an amended solicitation; the amendment issued January 20, 2012 established encryption and frequency-programming requirements not in the original specification.
All radios must be programmed with Maine CONOPS frequencies as the priority bank and equipped with Cimarron Technologies QS-4200 QuikSync Universal Wire-in Enhanced Inversion Encryption capability to meet the state's security and communications interoperability standards. Each unit includes a lapel microphone, belt clip, 128-channel dual priority scanning, Quik Call II signaling, and MDC-1200 compatibility. Radios must be configured for either VHF (5W power output) or UHF (4W power output) in non-cross-band mode and meet Mil Spec standards 810C, 810D, and 810E with intrinsic safety certification. Physical specifications are 5.4 x 2.26 x 1.5 inches, 15 ounces with standard Nickel Metal Hydride battery. Battery life is rated at 8 hours on a 5/5/90 duty cycle. Programming software must support adjustable power output and cable-based cloning. Standard warranty is two years.
Bidders must submit responses electronically before closing; late submissions are rejected. Award will be made to the lowest responsible bidder considering best value to the State. In case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. All transportation charges, including freight and express delivery, must be prepaid and borne by the contractor. Pricing must exclude federal and Maine state sales and use taxes. The State reserves the right to reject any or all bids, waive formalities, accept individual items, and increase or decrease quantities by up to 10 percent unless otherwise stated.
