About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking bids for Motor Graders through a multiple-award Invitation for Bid (IFB) covering 6x6 and 6x4 articulated motor graders in various horsepower ranges from 138-275 HP. The procurement is specific to jurisdictions including Boone County, Jefferson County, Maries County, and Springfield City, with delivery locations spanning multiple MoDOT district sites across Missouri. Vendors must provide detailed pricing for base units and factory-installed options, with bids evaluated using a 100-point scoring system: 50 points for base and options costs, 20 points for warranty coverage/unit features, 20 points for parts and service dealer location/performance, 5 points for delivery timeline, and 5 points for other response information. The bid period ran from August 14, 2018 to September 4, 2018, with the initial contract period extending from the award date through July 31, 2019, and MoDOT retaining the option to extend the contract for up to three additional one-year periods. Mandatory requirements include providing 4 hours of safe operation and maintenance training within one month of delivery, and vendors must be registered in the MissouriBUYS procurement system.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-disabled veteran-owned businesses are also preferred respondents. Vendors must provide percentage discounts off MSRP for factory-installed options, attachments, implements, and non-factory parts and accessories. The bid allows for equipment trade-ins and refurbishments to be negotiated between individual MoDOT districts and vendors, and offers cooperative purchasing opportunities for Missouri counties, cities, and other political entities. While no specific contract value is mentioned, the procurement is structured as an as-needed contract with no guaranteed minimum purchase quantities. Bidders are required to provide comprehensive pricing, warranty information, dealer support capabilities, and delivery timelines. The multiple-award approach allows MoDOT districts flexibility in selecting vendors that best meet their specific motor grader requirements across different horsepower ranges and configurations.
