About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to provide Motor Graders through a multiple-award contract solicitation. The procurement covers both 6x6 and 6x4 articulated motor graders in various horsepower ranges (138-275 HP), with specific requirements detailed in specification E731-D2. Deliverables include the motor graders themselves, along with mandatory training requirements of 4 hours for operators and mechanics within one month of delivery, covering safe operation and routine maintenance. The bid evaluation will use a 100-point scale, with 50 points allocated to base and options costs, 20 points for warranty coverage and unit features, 20 points for location and past performance of parts/service dealers, 5 points for delivery timeline, and 5 points for other response information. The solicitation was posted on July 12, 2019, with bid submissions due by August 20, 2019 at 3:00 PM CDT. The initial contract period runs from the award date through August 31, 2020, with MoDOT reserving the right to extend the contract for up to three additional one-year periods.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with a target of 10% MBE and 5% WBE participation. Service-Disabled Veteran (SDV) businesses are also encouraged to participate and may receive preference considerations. Vendors must be registered in the MissouriBUYS Statewide eProcurement System to access full solicitation details and submit bids. The contract includes cooperative purchasing options, allowing Missouri counties, cities, and other political entities to utilize the awarded contract. Pricing must be provided as FOB destination with all freight costs included in the unit price, and vendors are required to offer percentage discounts off MSRP for additional factory-installed options, attachments, and non-factory parts/accessories. Liquidated damages of $100 per day per item may be assessed for late deliveries. While no specific total contract value is mentioned, the multiple-award structure suggests MoDOT will select several vendors to provide motor graders across various district locations throughout Missouri.
